Notes
This camera works well and can be forced into permanent IR mode which helps with focusing.
It has a real IR filter than physically moves into place when IR mode engages.
It uses a M12 thread CCTV board lens which can be changed.
the camera streams stop if it does not see a clear image or movement for a period of time i.e. if you defocus it can point it at a plain piece of paper the stream in ZoneMinder will stop. Connecting to the camera via VLC will restart the ZoneMinder stream. You should add an hourly cron job to telnet to the camera on port 554 to keep it alive.

On the camera
You need to enable anonymous login. This in in the config > online page; not under users where you might think.
You need to change the FPS to the number zoneminder can support on your hardware i.e. 2-5 fps.
You will need to logout/stop and streams that are running through the VLC plugin.

Once that is done you can proceed to add the camera into ZoneMinder with the following settings:

In ZoneMinder

General
Name: x
Source Type: Ffmpeg
Function: Modect (up to you though)
Enabled: Tick
Maximum FPS: Empty (I had some issues with it lagging when I used values here)
Alarm Maximum FPS: Empty
Source
Source Path: rtsp://IPADDRESS:554/live/mpeg4 (this one seems to be the most reliable)
Other Paths: rtsp://IPADDRESS:554/live/h264 , rtsp://IPADDRESS:554/live/mjpeg
Remote Image Colours: 24 bit colour
Capture Width: 720
Capture Height: 480
Buffers
Warm up Frames: 10
Pre Event Image Count: 10
Post Event Image Count: 10
Stream Replay Image Buffer: 1000
Alarm Frame Count: 2
